Join the Consortium

Membership

Membership in the Consortium is voluntary. It is also the responsible choice for any organization conducting temporal operations. The consequences of operating outside the framework are documented in our Reported Incidents archive.

Eligibility

Membership is open to sovereign states, interplanetary governance bodies, and qualified institutional entities. Individual membership is under review and has been since 2032. We have no updated timeline for that review.

Applicants must demonstrate an active or planned temporal operations program, institutional capacity to maintain compliance with TCS-7.4, and the ability to employ or contract at least one CTCO within 18 months of membership approval.

Annual Temporal Footprint Audit, conducted by Consortium-certified auditor (required for compliance; not optional)

Listing in the Consortium Member Directory, referenced by peer organizations when evaluating temporal operational partners

Certificate of Membership, renewed annually upon completion of the Temporal Footprint Audit in good standing

Member Obligations

Membership requires adherence to TCS-7.4 for all temporal operations. Members are expected to maintain a CTCO on staff, complete the annual audit, report all Class I and above incidents within the required window, and register any bifurcation events within 72 hours.

Members found non-compliant receive a formal compliance notice. Repeated non-compliance triggers membership review. Membership revocation has occurred twice in the Consortium's history. Both cases are in the restricted incident archive under the designation "Foundational Administrative Actions." We do not discuss them further.
